    It has been a long, generally exited phenomenon in our country that the cost of construction project is out of control. One of the main couse is lack of computer aided Cost Control System (CCS). As the project scale being enlarged and the technology being complicated, the computer has become an essential means of project cost control. The study and application of CCS has been a difficulty and hot spot in Project Management and Information Technology field. Based on the theory of Project Management, Information Technology and the experience of development and application of many Project Management Information System (PMIS), with reference to many national and international data, the paper puts out and studies main problems in computer aided cost control (management) system. The paper represents and definites Cost Control System (CCS) concept and function model which includes system function chart, data safety model and project cash-in control model. Basing on analysis systematically on project cost code, the paper puts out Cost Control System should adopt "double-system" cost code. Comparing and analyzing many different cost forecast model, a new cost forecast model is set up and used in CCS. The main problems in CCS development and application such as the methodological model, database structure, CASE, application planning and system hardware configuration are put out and studied deeply.
